Our client has been moved by the council into a property that has no carpets. M, who is disabled, also suffers from arthritis and the cold is making her condition more painful. A hall carpet would make her home warmer and more comfortable. M has already received help from Acts 435 for a living room carpet, but can get a hall carpet at a cheaper rate if both are fitted at once.
