X, a UK resident who is also residing in Kenya, is an older person who is struggling with ill-health and had to recently return to the UK for hospital appointments. His current mobile is beyond repair and he is unable to effectively communicate with family in Kenya, and also with Hospitals and the Department of Works and Pensions. A new mobile phone would enable X to keep in touch with relevant family and UK agencies.
